The Plan of managed development from 2012 to 2017 (five years) 

       2012年9月3日,蒲江縣人民政府將我校委托給成都市工業職業技術學校管理。10月25日,我校舉行了成都市工業職業技術學校南(蒲江)校區掛牌儀式。為了全面完成托管任務,促進學校各項工作更上新臺階,現結合托管目標和學校實際,制定蒲江縣職業中專學校、蒲江縣技工學校2012-2017(五年)托管發展規劃。

On September 3, 2012, the People's government of Pujiang County entrusted Chengdu City Industrial Vocational and Technical School to manage our school. On October 25th, our school held a listing ceremony of Chengdu Industrial Vocational and Technical School South (Pujiang) Campus. In order to complete the task of hosting, promote the school work to a new level, combined with the actual school goals and management, we developed a five-year (2012-2017) hosting plan of the Pujiang Vocational School and Pujiang Technical School.

一、學校現狀分析

1.The school status analysis

學校占地面積100.98畝,建筑面積35259㎡。現有教職工176人,其中高級職稱27人,中級職稱45人;研究生學歷3人,本科學歷143人,其中“雙師型”教師60人。在校中職學生3000人,年均開展短期農勞培訓1700人次。學校開設有機電、計算機應用、汽修、建筑、服裝、學前教育、電子商務、旅游等8個專業,其中機電技術應用專業是成都市重點專業。學校機電和服裝專業實訓基地為成都市公共實訓基地。學校于2010年12月被評為國家級重點中等職業學校。

The school covers an area of 100.98 mu and the building area is 35259 square meters. Existing teachers and staff of 176 people, including 27 senior titles, intermediate title 45 people, 3 graduate degrees and 143 bachelor degree, of which there are 60 double-qualified teachers. The school has 8 majors, including mechanical and electrical, computer applications, automobile service, construction, clothing, pre-school education, e-commerce and tourism. Besides, application of mechanical and electrical technology is the key major in Chengdu. Mechanical and electrical and garment professional training base is the public training base in Chengdu. The school was named the national key secondary vocational school in December, 2010.

成都市委、市政府確立、實施了“五大興市戰略”;蒲江縣委、縣政府大力推進“三基地一軸心”建設,大力發展綠色食品、印務包裝、生物醫藥、特種機械設備四大主導產業,努力構建三次產業互動、城鄉經濟相融的發展格局。這為蒲江縣職業中專學校的長遠發展提供了巨大的發展機遇,奠定了堅實的基礎,也對學校的改革發展提出了時代要求。但在發展過程中,學校面臨以下問題。

Pujiang county Party committee and government vigorously promoted the "Three Bases& One Center" construction, vigorously developed green food, packaging, printing, pharmaceutical, construction machinery and equipment the four leading industries, and strived to build three industrial interaction, urban and rural economic development pattern. This provides a great opportunity for the long-time development of Pujiang Vocational School, laid a solid foundation and put forward the requirements of the times for the reform and development of the school. But in the course of development, the school faces the following problems.

第一,學校的專業建設遇到了瓶頸,專業吸引力不強,服務蒲江經濟發展的能力不足。作為骨干專業的服裝制作與生產管理專業的招生連年下滑;傳統的生物制藥專業、農副產品加工專業連續兩年未招收到學生;其他專業也未形成自己的特色。目前,學校還沒有一個四川省重點專業。

第二,學校的生源面臨嚴峻挑戰,招生難已成亟需破解的難題。學校生源絕大多數為蒲江籍學生。由于人口基數呈逐年下降趨勢,今后幾年內適齡學生規模都在1500人之內,加之近年來中心城區兄弟學校、民辦職業學校都加大了招生力度,學校招生人數從2010年的1294人下滑到今年的786人。能否確保學校的辦學規模,是對學校的一個嚴峻考驗。

第三,學校的辦學質量和品牌亟需提高。未來職業學校的競爭主要是人才培養質量的競爭,是學生特色的競爭。提高質量、辦出特色,已經成為學校必須花大力氣、下苦功夫、常抓不懈的中心工作。

第四,學校內部也存在一些問題和困難。受區域位置的影響,學校的財政和資金投入相對較少、教職工的收入待遇比較低,一定程度上影響了工作積極性,學校內部的運行管理也受到一定的掣肘;學校的基礎設施還不夠完善,相對比較滯后;學生流失率高,對學生、家長的吸引力不強;學生就業層次不高、就業對口率和就業穩定率低。

二、學校2012-2017(五年)發展規劃

2. Five-year Development Plan (2012-2017)

(一)學校2012-2017(五年)工作的指導思想

(1)Guiding Ideology

以“立足蒲江、服務蒲江、育人為本、特色創優”為指導,以服務為宗旨、以就業為導向、以改革創新為動力,堅持“團結穩定、和諧融合、改革發展”的基本方針,實施“規模效益戰略、多元發展戰略、人才強校戰略、品牌發展戰略”,走“抓生源、強管理、提質量、創品牌”的改革發展之路,樹立社會主義核心價值體系,創新人才培養模式,強化內涵建設,實現規模、結構、質量和效益的有機統一,努力開創學校改革發展的新局面。

(二)學校2012-2017(五年)發展目標

堅持育人為本、德育為先,全面提升辦學水平,優化人才培養模式,傾力鑄造學校品牌。把學校辦成基礎能力實、師資隊伍強、教育質量高、專業品牌佳的區域內品牌學校,辦成學生向往、家長放心、企業公認、社會推崇的學校,辦成體制機制靈活、服務能力強的現代化、國際化的雙元制職教中心。

We insist on educating people and moral education as the first educational idea, and enhance the management level and optimize the training mode to cast the school brand. We should make the school into a regional brand school which has strong basic ability, a strong team of teachers, high quality of education and good professional brand. We will make our school into a school which students yearn for, parents trust, enterprises accept and social respects. Besides, we will also make our school into a modern and international Dual System Vocational Education Center which has a flexible mechanism and strong service ability. 

(三)學校2012-2017(五年)主要任務

(3) Main Task

著力做好“兩提高、一增強”,即提高辦學水平、提高教育質量,增強服務蒲江經濟社會的能力。具體來講,要做好以下九項工作:

Strive to the two aspects“Two improvement, One enhancement”,i.e., improve the level of running a school, improve the quality of education and enhance the ability to serve the economic and society of Pujiang. In particular, we need to do the following nine jobs.

1、大力創新管理手段,構建現代學校管理體制

1. Innovate management methods and construct the modern school management system

(1)大力推進管理體制、機制改革。按照分級管理、分層考核、逐級負責的原則,逐步推進干部聘用制度、勞動用工制度、分配制度改革,建立科學、規范、人文關懷與激勵約束相結合的管理機制。

(1)  Vigorously promote the reform of management system and mechanism. In accordance with the principles of hierarchical management, stratified evaluation, responsible level by level, we gradually promote the employment system of cadres, labor and employment system and the reform of the distribution system, and establish a scientific, normative management mechanism with the combination of humanistic care , incentive and restraint.

(2)全面推進依法治教、依法治校。進一步規范學校管理和辦學行為,堅持民主管理、民主監督,建立發展效益與職工收入同步增長機制,不斷提高職工收入水平,確保教育公平和師生權益。

2、深化教育教學改革,大力提高教學質量

按照國家級改革發展示范校的建設標準,整體提升辦學內涵,促進教學質量的全面提高。

(1)按照學校企業一體化、理論實踐一體化、教師師傅一體化、學生員工一體化的辦學方向穩步推進教學改革工作,大力推行“做中學、學中做”的教學模式。

(3)強化專業建設,實施課程體系改革。結合成都市、蒲江縣產業結構調整,根據社會需求及自身優勢,采用差異化競爭策略對專業進行合理布局。重點建設好機械電子、服裝等傳統重點學科,力爭評上省級重點專業。同時做好與蒲江經濟發展密切的旅游、生物食品、農副等專業學科,還要發展區域經濟需求的汽車、現代物流、建筑建材等專業學科,增強學校服務地方經濟發展的能力。

3、增強德育工作的實效性,大力提高育人質量

堅持德育首位,不斷提高德育工作的實效性和針對性,促進育人質量的進一步提高。

(1)加強學生常規管理。以“三重點、三管住”為抓手,大力強化行為養成教育、遵章守紀教育。將7S管理理念具體落實到班級管理、寢室管理、教室管理中去,抓習慣、練意志、塑形象。積極穩妥做好“9+3”藏區免費教育工作。

(2)突出職教特色。實施“班級文化企業化、思想意識員工化、日常行為職業化、專業訓練標準化、身體素質適應化”的“五化”管理,突出“職業理想、職業紀律、職業道德、職業技能”的“四職”特色,形成以“崗位技能”為核心的職業能力培養原則和以“職業道德”為核心的素質教育原則,實現整體聯動。

(3)豐富德育工作內容、創新德育工作方法。以德育課教學為主渠道,以校園文化建設為載體,以第二課堂活動、實習實訓、社會實踐活動為重要環節,根據不同年級、不同專業,制定德育活動計劃,使德育工作年年有目標、月月有主題、周周有活動,實現德育課程序列化、德育內容多元化、德育活動系列化,形成“重實踐、重體驗、重養成”的德育工作新理念,使德育教育滲透于學生學習、生活的全過程,促使學生在實踐中養成的良好習慣內化為自身的品質。

(4)加強德育工作隊伍建設。一是班主任隊伍建設,做好班主任的培訓、培養工作;二是辦好黨校、團校,以愛國主義為核心的民族精神和以改革創新為核心的時代精神,引導、教育學生,積極發展新黨員、新團員;三是加強共青團和學生會建設,做到“學校有團委、班班有團支部”。

4、實施多元發展戰略,增強服務區域能力

以全日制學歷教育、成人學歷教育、職業培訓與鑒定作為學校發展的三大支柱,實施多元發展戰略。全日制教育力爭保持3000人以上的辦學規模。成人學歷教育要擴大校內套讀成人大專的規模,為學生就業和學歷提升搭建好平臺。拓展校外成人大專、成人本科的生源范圍和渠道,擴大規模,滿足蒲江社會發展和企業員工人才素質提升的需求。職業培訓與鑒定實行市場化運作,企業化管理。一是按照“老百姓有需求就辦,市場有需求就引導”的原則,急群眾之所急,想群眾之所需,擴大現有農村勞動力轉移培訓規模和市場;二是要進一步加強與行業企業的聯系與對接,特別是加強與蒲江各工業園區的聯系與對接,制定各種培訓菜單,送教上門,拓展新興市場,發展高端市場,增強學校的發展活力,增強為區域經濟社會服務的能力。最終形成中職升學并舉、職前職后并重、學歷培訓并行的辦學格局。

4Implement multiple development strategies to enhance the capacity of the service area

Our school is a full-time education, adult education, vocational training and identification as the three pillars of the development of the school, the implementation of the strategy of multiple developments. Full time education and strive to maintain the scale of running more than 3000 people. We need expand adult education scale and build a good platform for students' employment and academic qualifications.  We also need expand the scope and channels of adult college and adult undergraduate students. This will help to meet the needs of Pujiang's social development and the improvement of enterprise staff's quality. Put the vocational training and identification to the market-oriented operation and carry out enterprise management. First, we should on principle of follow the needs of people and the market demand on the guide. Masses of nasty, to the masses what they wanted. To expand the existing rural labor force transfer training scale and the scale of the market. Second, we need strengthen the links with the industry enterprises and docking. Especially strengthen contact with PuJiang industrial park and docking. To develop various training menu, to send the teacher to them and expand in emerging markets, the high-end market, enhance the vitality of the school's development, enhance the ability of social services for the local economy. Eventually form enters a higher school and technical secondary school pre-service after paying equal attention to education training pattern of parallel.

5、實施規模效益戰略,促進學校快速發展

沒有規模就沒有效益。一是在鞏固蒲江生源基地的同時,要大力拓展其他地區的生源渠道,建立新的生源基地;二是堅持多形式、多層次、多渠道辦學,多條腿走路;三是依托成都市工業職業技術學校,走聯合辦學、分段辦學、一體化發展的路子,提高校區的吸引力,促進校區的規模化發展。

Second, we should adhere to the multi form, multi-level, multi-channel, multi legged walking. Third, we should relying on Chengdu Industrial Vocational and technical schools, take the joint school, the school, the integration of the development of the road, improve the attractiveness of the campus, and promote the scale of the development of campus.

6、實施人才強校戰略,促進師資隊伍建設

(1)營造尊重知識、尊重人才、尊重創造的氛圍,形成有利于教師培養和教師引進的政策環境,把事業留人、感情留人和待遇留人落到實處。

(3)打造“雙師型”教師隊伍,制訂落實“雙師型”專業教學團隊建設規劃,開展多種形式的專業教師實踐技能培訓,落實專業教師到行業、企業實踐計劃,為教師參與行業、企業科研和技術服務創造條件。

(5)創新職教師資培養培訓形式、內容和思路,啟動“名師工程”,把名師培養與團隊培養相結合,把學科建設與學科帶頭人的培養相結合,利用我校的博士后創新實踐基地、全國重點職教師資培訓基地這些平臺,培養高層次人才。

7、實施品牌發展戰略,實現學校發展方式的轉變

(1)做好校園文化的塑造工作。圍繞建設“安全和諧校園、生態環保校園、人文職教校園”,養成文質,造就文成。以校風建設、校園環境建設、制度文化建設、行為文化建設為抓手,融合企業文化,打造富有職教特色的校園文化,切實增強全體師生員工的自豪感、幸福感和歸屬感,形成風正心齊氣順,干事創業和諧的濃厚氛圍,展現學校嶄新的校園形象,

(2)圍繞“敬業愛崗、自強不息”的校訓,在教職工中大力推行社會公德、職業道德、家庭美德、個人品德“四德工程”建設,重品德、樹公德、修職德;在廣大學生中深入推進文明學習、文明待人、文明活動、文明休息的“四文明”活動,講文明、做文明、愛文明。打造學校文化軟實力,提升學校外部形象。According to the school motto“dedicated and           loving the job ,constantly strive to become stronger.” we will promote Social morality, professional ethics, family virtues, personal integrity in our teachers and promote civilization study, Civilized people, civilisation campaign,  Civilization rest in students. this build the soft power of school culture, enhance the external image of the school.    

(3)通過特色學校、重點專業、職教名師、就業質量的打造,提升學校內涵,樹立學校品牌。

(4)做好學校的宣傳工作,進行品牌推廣,對外大力宣傳學校高位求進、跨越發展取得的矚目成績和改革發展中涌現出來的先進人物、師生典型事跡,提升學校美譽度,讓學生、家長、社會對學校產生高度的認同感,以此迅速提高學校的知名度和吸引力。

8、加強黨的建設,統一思想,凝聚人心

(1)繼續深入開展創先爭優活動。以創建“五好支部”和“黨員先鋒崗”為主要內容,引導各支部和師生黨員在提高教育教學質量上、提高服務水平上、轉變作風抓落實上、建設和諧校園上創先爭優。

(3)加強黨支部建設和黨員隊伍建設。切實加強黨支部的管理和制度建設,夯實基層組織黨建工作的基礎。加強黨員隊伍特別是干部隊伍的思想建設、作風建設、廉政建設,從嚴管理干部。科學制定黨員發展規劃,穩步提高學生黨員發展比例。

9、大力提高基礎能力建設,加快校園現代化進程

學校的占地面積、建筑面積、設施設備總值離國家級改革發展示范校的建設標準,尚有不小的距離。周圍區縣也不斷加大了以職教中心為重點的職業教育投入。因而,要想在新一輪職業教育改革發展的浪潮中立于不敗之地,還需要得到省、市、特別是蒲江縣政府的大力支持,學校的教育經費、教育管理經費的增長、正常發展投入能得到保障,夯實學校的基礎能力建設。

The school area, construction area, the total value of facilities and equipment has distance with Construction standards of the country. Surrounding districts and counties have also put more effort in the development of vocational education by focus on Vocational Education Center. In order to be in an invincible position in the development and reform of the vocational education, we need strong support from the province of Sichuan and Chengdu city, especially Pujiang County Government. The basic capacity building of schools can be strengthened if the funding of School education, the growth of educational management funds get guarantees.
